    Schools & Public Buildings

Safeguarding students, staff, and the public requires rigorous compliance. We deliver discreet, thorough asbestos and fire safety surveys tailored to the unique operational demands of educational and public facilities.

    • Out-of-hours and holiday scheduling
    • Enhanced DBS-checked surveyors
    • Comprehensive duty to manage support

The HSE estimates that around 75% of UK school buildings contain asbestos. Under the Control of Asbestos Regulations 2012 and the Regulatory Reform (Fire Safety) Order 2005, schools and public buildings have specific and serious compliance obligations. Bellspire provides asbestos management surveys, fire risk assessments, fire door inspections and fire stopping surveys for educational and public sector clients across London, Hertfordshire, Bedfordshire and Buckinghamshire — always scheduled around your operational calendar.

Bellspire schedules all surveys around your academic calendar — typically during half-term and summer holiday periods — with a single report format and one point of contact.

Legal Obligations for Schools and Public Buildings

    Asbestos Management in Schools

The HSE's guidance "Managing Asbestos in Schools" places clear obligations on duty holders — typically the local authority, academy trust or governing body. A written asbestos management plan is required for all school buildings containing asbestos. Asbestos management surveys must be carried out, registers maintained and re-inspections conducted regularly. Bellspire provides all of these services for schools across London and the Home Counties.

    Fire Risk Assessments

Under the Regulatory Reform (Fire Safety) Order 2005, schools and public buildings must have a written fire risk assessment carried out by a competent person. The assessment must be reviewed whenever there is a significant change to the building or its occupancy and as a minimum annually. All Bellspire fire risk assessments are PAS 79 compliant.

    Fire Door Inspections

Schools have a high volume of fire doors across classrooms, corridors, stairwells and assembly areas — all of which require regular inspection to ensure compliance with the Regulatory Reform (Fire Safety) Order 2005. BM TRADA Q-Mark certified fire door inspections provide additional third-party assurance for duty holders and local fire authorities.

    Refurbishment and Demolition Surveys

Before any school refurbishment or building works begin, a Refurbishment and Demolition Asbestos Survey is a legal requirement under the Control of Asbestos Regulations 2012. This survey must be completed before any contractor starts on site. Bellspire provides fast refurbishment and demolition surveys for school building programmes, typically within 48 hours of enquiry.

Who Is Legally Responsible for School Compliance?

The duty holder for asbestos management in a school depends on the type of school. For local authority maintained schools, the duty typically falls on the local authority. For academy trusts and free schools, the academy trust is the duty holder. For foundation and voluntary aided schools, it may be the governing body. Regardless of structure, the headteacher is responsible for day-to-day asbestos management and must ensure all staff and contractors are informed about asbestos in the building. Bellspire advises on duty holder obligations at the survey stage.

    DBS-Checked Surveyors for School Sites

All Bellspire surveyors working on school sites hold enhanced DBS (Disclosure and Barring Service) checks. This is a non-negotiable requirement for access to educational premises and provides headteachers, governors and facilities managers with the assurance they need before allowing external contractors on site.
